Give all Jelly Create Tags idVar Attributes

      When ANY entity is created using jelly, it should be possible to specify a key so that the entity can be referred to later in the script using the key rather than the internal id.

      This feature exists at the moment for project and issue creation, but we need it for permission schemes, i.e. the <CreatePermissionScheme ... > tag needs a key attribute.
