Description
In IssueMailQueueItem, when the call to getIssueContextParams() is made, jiraAuthenticationContext.getLoggedInUser() has not yet been set.
This needs to be made on a per-recipient basis. See JRA-28796.
Since the logged in user isn't being explicitly set, when an admin manually flushes the mail queue, any code (e.g. plugins) involved in rendering mail that calls jiraAuthenticationContext.getLoggedInUser() will receive the admin.
