Upgrade JIRA Toolkit Plugin to latest version in OnDemand

      The current bundled JIRA Toolkit Plugin (version 0.23) has some bugs in regards to the Message Custom Field; which does not work as advertised.

      Kindly upgrade the bundled plugin to 0.25 or later is there is a later version.

      This issue requires that https://extranet.atlassian.com/display/JIRADEV/How+JIRA+does+OnDemand+plugin+upgrades is followed.
