data returned from autocomplete urls should have a more consistent shape

      As it stands, the auto-complete urls are effectively "view oriented" and require a field-specifc parser to interpret them.

      Instead, they should be more like the allowed-values part of the issue JSON, and represent an array of values the same "shape" as the field.
