Uncaught exceptions in REST module are not logged in atlassian-jira.log

When a JIRA plugin defines a <rest> module, any exceptions thrown from the module are not logged in atlassian-jira.log (only in catalina.out).

This is problematic for developers and support alike, since the error logs are not in the usual place.
