Description text field in Create/Edit Issue screen shrinks when typed into in IE8

The description text field starts shrinking when the user types into it. It will eventually shrink to a single line. Adding a new line causes the box to expand again, so this issue doesn't really cause a loss of functionality, it just looks strange.
