Linked Issues does not enforce "Required" in Field Configuration Scheme

      When marking "Linked Issues" field as required, however this condition is not enforced. Issue had been created without requiring a link to be added

      Notice, in Jira 7.12.3 and below the field is marked with the red asterisk '*' on the issue screens as expected, in Jira 8.x and above - it's not
