JIRA presents a message "You cannot view this page as a guest" even when logged in

1. (TAB A) Login to JIRA as a sysadmin.
2. (TAB A) Goto the "User Browser".
3. (TAB B) In a new tab logout.
4. (TAB B) Login as a user with use permission but without (sys)admin permission.
5. (TAB A) Reload the original tab.
6. DEFECT: This is what you actually get even though you are logged in:

This error message is misleading. It seems that jira assumes that permission volition only occurs if you are a guest. However, it is possible for it to happen when a user without permission tries to access a admin only resource (as shown above). I am sure there are other cases where this could happen also.
