      We need users to create projects but dont want to give them admin rights.

      Its really very poor that we cant do this, it makes our usage of jira limited as the system either fails a security review or requires a huge amoutn of admin overhead.

      I see this issues has already been rasied and and a a large amount of votes. When will it be fixed?
