NO automatically generated password for JIRA 4.0.x when password is not filled in

On the create New User User page, administrator can create user account for user.
If you do not enter a password, one will be generated for the user automatically.
The user will be notified of their account being active via email. (See attached screenshot: Add_user.png)
However, the email received do not have the password.
JIRA 3.13.5 will send email with the password together. (See attached screenshot: JIRA 3.13.5.png)
JIRA 4.0.2 send the email without the password. (See attached screenshot: JIRA 4.0.2.png)
JIRA 4.1.2 send the email without the password but provide the link to set own password. (See attached screenshot: JIRA 4.1.2.png)

Steps to reproduce:

1. Add user at User Browser at Administration
2. Fill in "Username", "Full Name", and "Email".
3. Leave "Password" and "Confirm Password" fields empty.
4. Check "Send Password Email"
5. Check the email received
