"Require Perform Reindexing" Warning Message should not Show Up When Only Changing Label & Desc of Custom Field Scheme

    Description

      we have proved that updating the label & description of custom field scheme may bring "Perform Reindexing" warning bar shown in Administration pages .

      We should only show it when having a concrete "issue type" or "project context" change on custom field scheme.
