Time Tracking Field Accepts more than one entry unqualified by a time unit

Time Tracking Field Accepts more than one entry unqualified by a time unit (i.e. 1w 2w) and therefore, potentially accepting incorrect input.

For example let's say a user has meant to input 5 hours and 30 minutes as his original estimate and that the default time unit for JIRA is hours, then the user makes a mistake and really inputs 5 30 (instead of 5 30m). JIRA will accept this wrong value and will add things up so that the original estimate gets set to 35h.

This really should be flagged as an input error. Might be related and fixed by tackling JRA-20974.
