Scrolling on an issue view page causes the page to tear/strobe

When viewing an issue on JIRA 4.1 and scrolling down past the header bars, the "sticky" bar that tries to stay at the top of the page ends up getting partially redrawn in the correct place while other parts of the "sticky" bar get scrolled up off the top of the screen. The bar gets redrawn in the correct place and then partially scrolled off again several times a second, resulting in a strobing effect that is quite jarring.

This does not appear to happen for me on my Windows box, only under RedHat Enterprise Linux.
