The default action of the 'Create Issue' dialog (that one you can get to by pressing 'c') is the create button. This is fine because we remember the last issue type you created. However, as a new user I am forced to select an 'Issue Type' as there is none to remember. This means I have to hit 'shift+tab' to select an issue type and then 'tab' to create.

I believe we should be making the 'Issue Type' the default action when there is no default to be selected.
