CLONE -English UK translation does not work when the VM locale is not English

Steps to reproduce:

1. Startup JIRA with VM parameters

   -Duser.language=de -Duser.country=DE

2. Ensure that English UK is set both as the global default and the current user's preferred language
3. Observe as everything is still in German

We believe this is because there are no actual language files for en_UK and we rely on the default language bundle to be chosen in their absence, but somehow the JVM chooses the DE language bundle before considering the default one.

Furthermore, If you change the language to English US, most things will correctly translate to English, but some things still remain in German (Issue Types in the quick create section of Browse Project, for example).
