Trying to start JIRA with maintenance expired license, doesn't give user any option to update license

Steps:
1. Setup JIRA 4.0 and restore data through xml file having V1 license.
2. User has put a JIRA 4.0 maintenance expired license. Click OK.

Result:
1. It import the data and not perform upgrade as expected.
2. On going to the browser, it give user relevant error message but doesn't provide a link to edit or update license.

Expected:
1. The page should have a link to update the license.
