Gadgets are not handling a situation where the filter configure with gadget is private and dashboard is shared with everyone

Steps:
1. Login in JIRA as user A.
2. Create a dashboard and add some gadgets like pie chart, recently created charts etc(which require filter input)
3. Configure the filter with a private filter and shared it with evreyone.
4. Login as user B and view the shared filter.

Result:
1. The gadgets are getting displayed blank.

Expected:
1. A message should be there saying the you don't have permission to view the data.
