No tooltips for project avatar and project name link on "Browse project" page.

Steps to Reproduce:
1. Launch JIRA 4.0(using bamboo build 152 Trunk)
2. Click on "Browse project" tab.
3. Click on "Versions" tab and click on one of the project's version.

Result:
1. The Project avatar and project name on the top of page are clickable now. Doing mouse over doesn't provide any tooltips.

Expected:
1. Tooltips should be there.
