Need to be able to choose "common" operations to be made into buttons that are placed in easy to find and use locations

So the operations area of an issue can grow to be very large. And in doing so it becomes really hard to use.

Most of those operations are not commonly used.

It would be really really nice to be able to have a "commonly used" button bar that is over on the issue details. And that you can choose which operations go there.

For example: Assign, Comment, Edit, Log Work Done should all be buttons
