"Preset filters" and "Reports" should be accessible from all tabs

teps to Reproduce:
1. Launch JIRA 4.0(using bamboo build 139 Trunk)
2. select browse project.
3. Select different tabs in browse project.

Result:
1. On the main summary page there is drop down for "Preset filters" and "Reports" but on any other tab these options are missing
2. If we compare with JIRA 3.13.2, these options were available to user always.

Expected:
1.user should have option to use these options in every tab.
