Jelly tag AddIssueSecurityLevel ignores the provided description and creates a "tagName description" description

The Jelly tag AddIssueSecurityLevel ignores the provided description and creates a "tagName description" description.

This is not right, especially since the tag requires you to provide a description and then promptly ignores it.

This is an easy fix which should be to comment out line 37 in AddIssueSecurityLevel.java
