Clicking on link "Configure"" after deleting all columns in Navigator columns do nothing

Steps to Reproduce:
1. Launch JIRA
2. Login as any standard user.
3. Open the "User profile" dialog by clicking on the username on top bar.
4. Click on "Navigator Columns"
5. Delete all the columns by clicking on trash icon.
6. Once all the column entries are deleted, user gets a link "configure"
7. Click on "Configure"

Result:
1. Nothing happens. The URL its pointing to is "http://localhost:8090/jirauser/secure/$%7Breq.contextPath%7D/secure/ViewUserIssueColumns!default.jspa"
2. But in code a run time error occurs. log is attached

Expected:
1. The URL should be pointing a valid page. Here as the user can just add the columns by clicking on "add new column", I am not sure why we have "configure" link.
