Changing Issue Type Sceen Sheme Fails With German Language

Problem Description:

When changing an Issue Type Scheme with need to migrate some issue types there is a loop from step one to step one.
This does not work with language settings German (Germany), works with English (UK).

• Administer project
• Select Issue Type Scheme for project XYZ
• Issue Type Migration: Overview (Schritt 1 von 4)
• button weiter>> (next)

after cklick on the button the same screen is shown without any exception or info message.

Changing to English (UK) works as workaround.
