Editing the default dashboard breaks if user lacks the "Create Shared Objects" global permission

    Description

      If an administrator has the "JIRA System Administrators" permission but lacks the new (in 3.13) "Create Shared Objects" permission, then changing the default dashboard in any way results in an error:

      HTTP Status 404 - No view for result [error] exists for action [SaveDefaultPortlet!default]

description The requested resource (No view for result [error] exists for action [SaveDefaultPortlet!default]) is not available.
