Setting reporter silently fails if the input Screen is not configured to allow setting the field

    Description

      When creating issues using SOAP RPC calls, I also need to be able to set the reporter field. This does not work with Projects where the Screen has not been configured to allow the setting of the reporter. Aditionaly, the RPC call does not highlight that the reporter was not set. I do NOT want to have to add the reporter field to the input screen as I am trying to make issue creation as simple as possible for our user community.
