Date Time CF picker fails validation for (at least) Japanese

Add a Date Time custom field. Change a user's language to Japanese then edit the issue as that user. Modify the date time, notice that the value inserted uses "AM" and "PM". When you click save, the validation fails. If you manually remove the AM/PM and use the localized values then it works.
