Ajax portlets make remote calls on log dashboard and not shown and not logged in

When on the dashbaord and not logged in, some portlets are not shown (ones that require that you are logged in).
The portlets that are not shown but make AJAX calls, still make the ajax call. I saw this on the favourite filter portlet.
