    Description

      Eg, in some European locales a comma is used as the decimal separator.
      The number Custom Field should display and accept input in the user's locale.
      However, it should continue to store the value in just one way, in order that users with different settings can all the see all numbers without problems.

      Note that you ought to also consider how these numbers are interpreted during an external import (eg CSV).
