Order of Report Options is non-deterministic

Currently a Report plugin can list a set of options that the user will use to configure the report they want. This list is then put into a map - currently a HashMap and then returned to the UI to iterate over and display to the user. Thus the order in which they are displayed in subject to the hash function of the key to each option - rather than the listed order in the *plugin.xml file.

This change needs to be made in configurable-objects
