IssueNotFoundException is thrown right out to the user if a workflow action is taken on a deleted issue

If you delete an issue, then another user attempts to perform a workflow action on this defect, it will produce a jira stack trace instead of the IssueNotFoundException error.

Steps to reproduce are:

1. Create a defect.
2. Get two users (or the same user in different tabs) to view the issue.
3. Have one user (or tab) delete the issue
4. Attempt to perform a workflow action as the other user (or tab)
5. Observe the JIRA stack trace.
