Project Administrators do not get to edit "System Default Field Configuration "

We have created a Project Role called Administrators, and only certain users are allowed to administer Projects.

However, then users click on Administration --> Applications --> System Default Field Configuration , then they get a page not found.

When we log in as administrators then we do not encounter this issue.
