Log critical system operations like reindexes

JIRA really needs to be logging critical system operations like reindexes. We get problem reports with logs like:

2007-07-05 00:00:34,723 ERROR [jira.issue.index.DefaultIndexManager] Lock attempt timed out - waited 30000 milliseconds
..... lots of random stuff ......
2007-07-05 23:00:18,359 ERROR [jira.issue.statistics.ComponentStatisticsMapper] Indexes may be corrupt - unable to retrieve component with id '13072'.

We cannot tell if there was a reindex between the original lock problem and (apparent) symptom.
