Malformed Ressource Bundle properties files

There are a number of malformed properties in the default locale JiraWebActionSupport.properties and corresponding problems in the files for other locales.

We need to do a systematic search and fix for the following circumstances:

• no equals sign between property key and value
• incorrect line continuations: the backslash "\" at the end of the line should accompany a value continued on the next line, not a new key=value pair.
• incomplete/half written keys with no value
• <webwork:property> tags in values! e.g. admin.workflows.delete.confirmation
• duplicate keys
