Reassignment should add previous assignee to a running CC/interested parties list

The Assign event should provide an option to add the old/previous assignee to a running multi-user picker field of CC/interested parties. This could either be a system fied or a custom field that is added to the Assign Issue page that comes up when you click the Assign operation.
