JIRA's internal support request form should allow an existing issue key to be specified

    Description

      When the CreateSupportRequestHandler gets the issue key, the email should be added as a comment and any attachments added to that issue, but only if the contact or jira email can see the issue. Otherwise, create a new issue with a "references" link.
