Question: Some Japanese text labels being displayed to user even though he has selected English as his language

Please see attached screenshot.

This is the issue details page. Though I have set my language preference to English, for some strange reason, some labels on this page are being displayed in Japanese. These labels correspond to: start progress, resolve issue, close issue etc.

What could be the reason for this?
