Jelly: Added comment not being indexed / does not appear in search result

Jelly added comment is not searchable in Issue Navigator. Steps of reproducing:

• Use the <AddComment/> tag to create a comment with "unique" keywords
• Search issue navigator with terms appear in the comment
• Nothing will return

This is due to the dispatchEvent flag being set as false, e.g.

commentManager.create(issue, author, updateAuthor, commentBody, grouplevel, roleLevelId == null ? null : roleLevelId, created, updated, false);

Both 3.7 and 3.8 use different piece of code (commentService and commentManager) for this and produce the same behaviour.
