During initial JIRA database setup, if JIRA is configured to use an immutable User/Group provider (eg. LDAP or Crowd) and there are no Users already in the "jira-administrators" group, JIRA demands that a new user be created - which JIRA then adds to the "jira-administrators" group. This then fails as the Group database is immutable (read-only).
To workaround this, the user must create a user and put them in the "jira-administrators" group in the external store.
