Default project roles not populated via SOAP upon project creation

It's found that if a project is created via SOAP, the default groups, e.g. jira-administrators, are not populated are not into the default project roles.

This happens because ProjectServiceImpl doesn't call ProjectRoleManager::applyDefaultsRolesToProject().
