Restrict HSQL summaries to 255 characters to match other databases

Our hsqldb 'long-varchar' definition is unlimited, but for every other database, it is 255 characters. This causes problems when people migrate from hsqldb to another database, and find that some of their summaries don't fix. We should restrict 'long-varchar' in fieldtype-hsql18.xml to match all the other databases.
