JIRA startup for 3.7.x is slow against some databases

In JIRA 3.7.x we added a schema check to JIRA's startup. The schema check iterates over all the tables/columns in the database to see if the schema conforms to what we expect. This seems to take a long time on Oracle and can possibly take a long time in databases where there are a lot of tables present.
