In Professional, permission scheme page implies that individual users can be assigned permissions (they can't)

When editing a permission scheme, there is a link, "Add User/Group to permission", and a column with title "Users / Groups". This all implies that one can add users to permissions, which is not the case in Professional - you can only add groups.
