Validate CSV file before performing the CSV import

    Description

      At the moment if the CSV file is badly formatted the import dies with unfriendly error messages. We should try to, at least, detect some most common error conditions and see if we can present better error messages.

      For example, if " (double quote) characters are not escaped with 2 double quite characters (""). Not sure how difficult this is to do.
