Move "Project Summary" to plugins

It's a great idea to move project filters, operations and menu items to plugins.
To be completely consistent it's worth moving Project summary and Open Issues in the "Browse Project" page to plugins as well.

It will allows to display custom statistic items, histograms, etc in this area.
