Description
This is a request for the ability to set up Jira so that all issues are generated from the same counter.
Say there are two projects ABC and XYZ and in issue is raised in the first project. The issue might be given the number ABC-123.
The issue is then transferred to the second project and gets the number XYZ-456. Both parts of the issue name change - both the key and the number - and the issue loses its original identity entirely.
This is because each project gets its own counter. If all projects used the same counter then the number part of the issue name would alone be sufficient to ensure uniqueness.
Therefore an issue that moved from one project to another would receive a new key - but would not need to be renumbered: e.g. ABC-123 would simply become XYZ-123.
This would ensure that it retained something of its original identity and would facilitate searching and finding issues.
