Remove calls to web actions in ExternalUtils for creating constants

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      ExternalUtils should not call web actions to create constants. A business component needs to be written. This BO will be responsible for creation of the constants. Then the web actions and external utils should be changed in order to use this BO.
