create upgrade task to clean out erroneous statuses in workflow transitions with SubTaskBlockingCondition

due to JRA-9934 status arguments to the SubTaskBlockingCondition workflow condition are being polluted with values like "nested" and "count" where only status id numbers should be. Create an upgrade task to clean out these erroneous statuses in workflow transitions with SubTaskBlockingCondition.

The existence of these wrong statuses doesn't affect the workflow functionality, only in the rendition of the condition view in the workflow editor screen.
