Docs: Add documentation on DB connection pool size

Need to add documentation discussing DB connection pool size and possible effects this setting may have.

JRA-10006 disusses increasing the maxActive setting in the shipped server.xml files and notes possible results of having this connection set too low.

By default, Tomcat configures the maxActive setting to be 8.
