More date support for migrating using Jelly

      It'd be great if all tags took a date parameter for helping to retain history when migrating from other issue-tracking systems.

      For example, <jira:AddComment> has a date field, but <jira:AssignIssue> and <jira:TransitionWorkflow> do not. It means we lose some history, and also have to be sure to enter transitions in the order they occured in real life instead of letting Jira just sort them out based on the dates.
