Add the ability to define a custom poll for each issue. A new permission type would be "Create Poll" or "Manage Poll". Those with that permission would be able to create and manage a poll for an issue. They could create/change the selections for each poll, open the poll for voting, and close the poll. Individual users could then vote for a specific option in the poll. The poll would present its results in a graph format, and those with the "View Voters and Watchers " permission could see who voted for what.

A good example of a web poll is slashdots'.

In this way, a different issue doesn't have to be set up for each option in the poll.
